Preheat the oven to 210 degrees and grease a ceramic baking dish.
Cut the potatoes into slices and put half of them in the pan. Top with onions and put the remaining potatoes. Sprinkle with salt and freshly ground black pepper to taste.
Melt the butter over medium heat and fry the flour to make a paste, season with half a teaspoon of salt. Add the milk in a thin stream, stirring constantly with a wire. When the sauce thickens, pour it over the potatoes.
Sprinkle with grated cheddar and cover with foil. Bake for an hour and a half, then remove the foil and bake until you get a crispy crust.
