Wash the bulgur, fill it with water and let it stand for 30 minutes, then drain the liquid.
Pour 3 teaspoons of water into a saucepan and add the bulgur. Once it boils, add salt, reduce the heat to medium and let the beans cook until the liquid evaporates.
Allow the porridge to cool.
Boil the carrots, peel and chop finely. Cut the pepper into two parts and bake in the oven. Then put it in a plastic bag for 10 minutes and peel it.
Peel an onion, chop it and fry in 2 tablespoons of hot olive oil. Cut the cabbage.
The next step is to grind together the carrots, bulgur, cabbage, peppers, onions and garlic (if necessary, do this twice).
Season the minced meat to taste and form small meatballs from it. Roll them in corn flour and fry on both sides in hot olive oil to form a yellow crust.
