Soak and dissolve the gelatin in water. Heat a saucepan on the stove, add the sugar, vanilla and caramelize over low heat. Combine the milk with the cream, stir and pour in a thin stream to the mixture. Heat it well, but be careful not to boil. Add the dissolved gelatin, mix until homogeneous and pour into cups. Allow the dessert to cool to room temperature, then transfer to the refrigerator. Serve the panna cotta cold, garnished with caramel topping and ground nuts of your choice.
