In a bowl put the flour, 1 tablespoon of sugar and salt. Add the butter and rub it into the flour to make crumbs. Add a little water to start the dough into a ball. Wrap it in foil and refrigerate for 20 minutes. Then divide into 10 equal balls.
Turn the oven to preheat to 175 degrees and line two large baking trays with parchment paper.
