Heat olive oil and fry onions, tomatoes, carrots, zucchini. Add the rice, season with salt, pepper, paprika and stir. Pour a little water and leave the dish on low heat for 5-10 minutes.
Transfer to a pan, add 4 teaspoons of water, preheat the oven to 200 degrees and bake the dish until the liquid is reduced. Make a topping by mixing the yogurt with the milk, flour and eggs.
Distribute the mixture evenly and return the moussaka for another 10-15 minutes of baking, on high heat. Cool, cut, distribute portions and serve the moussaka, garnished with chopped fresh parsley.
