Finely chop the onion and garlic, grate the carrot. Fry them until soft in hot olive oil. Add ground black pepper and salt, then add the cooked beans and rice. Finally, pour the tomato sauce and let the mixture cook for about 5-7 minutes, stirring in the meantime.
Cut the top (with the tails) of the peppers, remove the seeds and fill with the combination of vegetables, beans and rice.
Arrange in a pan and bake for 30 minutes in an oven preheated to 200 degrees.
