Boil the potatoes in water seasoned with salt and 1/2 tablespoon of vinegar. Strain the boiled potatoes and immediately season with 1 tablespoon of vinegar. Divide the cooked ones in two cold pans and leave to cool for 10 minutes, to room temperature.
Meanwhile, combine the cream, olive oil and red and green onions, garlic and the remaining 1/2 tablespoon of vinegar in a bowl.
Add the chilled potatoes and stir. If necessary, season with salt and pepper.
Sprinkle with finely chopped dill and serve.
The salad can be stored for up to 5 days in the refrigerator, leaving it to warm to room temperature before serving.
