Prepare the quinoa according to the instructions on the package, replacing 1/2 cup of water with 1/2 cup of orange juice. Remove from the heat and add the green onions. Cover to warm.
Preheat oven to 230 degrees. Cover the pan with cling film. Season the broccoli in a large bowl with olive oil and add 1/4 teaspoon of salt and pepper. Transfer to the prepared pan and bake for 8 minutes.
In a small bowl, mix 2 teaspoons of sesame oil, garlic powder and 1/4 teaspoon of salt and pepper. Spread the salmon with the resulting mixture. Push the broccoli on one side of the pan and place the salmon on the other. Bake for 5 to 8 minutes, then sprinkle the fish with black sesame seeds.
Make a dressing by mixing in a small bowl 1/3 cup orange juice, 1 teaspoon sesame oil, ginger, tamari sauce and cornstarch and heat in the microwave for 1 minute.
Serve the quinoa, broccoli and salmon in 4 plates and sprinkle with 2 tablespoons of the dressing.
