Boil the tea in 2 cups of water, leave to brew and strain. Pour the liquid into a saucepan, add the wine and heat the mixture to about 70 degrees. In a separate bowl, mix the sugar, cinnamon, cloves and lemon zest (the latter can be sliced or grated), pour the remaining water and cook for about 3 minutes. Then strain and add to the wine and tea. Mix the resulting drink and distribute in appropriate cups. The punch is served hot.
