Finely chop the vegetables or grind them. Pour them into a pan with hot oil and fry. Add the minced meat and stir. Add the tomato puree, and three or four minutes later pour the wine and when there is 1/3 of it, add the grated or canned tomatoes. Allow the mixture to simmer for about 40 minutes, keeping the hob temperature low. Season the filling with sugar, salt and pepper.
While it is cooking, make Bechamel sauce. First, melt the butter, pour the flour into it and stir constantly for about a minute. Then pour the milk and simmer the sauce. At the end of cooking, season with a pinch of nutmeg and salt.
At the bottom of a deep form pour a little Bechamel, then put a sheet of lasagna, spread it with sauce, spread a layer of minced meat and sprinkle with grated Parmesan and mozzarella. Keep arranging the products in the same order until they run out. Finish with bechamel and cheese.
Cover the form with foil and place in the oven for 20 minutes (at 160 degrees). Then remove the aluminum sheet and return the lasagna to bake and form an irresistible crust on its surface.
