Grind the fillet together with the onion using a mincer. Season with ground black pepper, salt and add the eggs. Mix well and make meatballs. Fry them on both sides and place in a deep pan.
Stew onions and carrots for sauce in oil, add a little flour and tomato paste (or grated tomatoes) to taste, season and pour water at your discretion (according to the desired density). Bring the mixture to a boil and then pour it over the meatballs.
Place the pan on the stove, let its contents simmer for 10-15 minutes.
You can serve the dish with boiled rice.
