Finely chop the green onions. Pour the soda into the skim milk and stir. Then add the salt, egg and flour. If the consistency is liquid, use more flour and a little soda. Mix until smooth. Add the green onions and stir. Form "buns" and fry them on both sides in hot oil over low heat.
Serve hot with cream or yogurt.
